Re: Export Controls on Encryption Software
Based on consultation with the Bureau of Industry and Security, U.S. Department of Commerce, we believe that Stat-Ease products fall under the ECCN category of EAR99 — items not specified anywhere in the Commerce Control List (CCL). Generic software without encryption or telecommunications capabilities commonly is given this designation, appropriate for "uncontrolled" or "common use" items. Stat-Ease products do not perform encryption, nor do they perform telecommunications functions. They do only off-line statistical calculations to set up and analyze experiments.
